Keeping the tree warm!

I came out of the library today, and noticed this crocheted sock around a branch outside the library. I've heard that people do this sort of, I guess radical craft, where they add things to unlikely places. It's been cold, and the tree sure looked like it could do with a sock - they've even crocheted flowers.
